Blue Dot on Comment

What does the blue dot with a 1 in it mean on the comment bubble at the bottom of a posting on the dashboard? When I hit is a comment area opens up, just like it does when there is not a blue dot??

  Hi there!

  There's a comment in that particular post. Comments are different from captions and attached to individual post (so that you can have conversations under one specific post without the need to reblog), if you click on it and pay attention to the comment area you'll see comment shown.

  If you add a comment as per described above and mention an user, two comments will be added. The second message consists of the word "mention". This is weird. Is it wanted?
