I'm having trouble to find the contact button!I need HELP!

I'm not getting the button access to asj help for a problem.My blog when I tey to see it,shows me up a message "Hidden Blog" and I dont know what to do...anybody can help?!

  Thank you,but I'm not seeing the "submit a request" it isn't visible for me...

  Depending on the device it can be under the menu but it definitely is on top of this very page :).
