Is there a way to block someone who has you blocked? I know this sounds strange, but there is a good reason for asking.

  You can block them while visiting their blog. There's the block icon even if they have blocked you.

  They should still be listed under your followers.  You can block from there.

  I can only see how to 'unfollow' them from my list of followers. But not block them. What am I missing?

  Beside the name of the follower, there is a circle with a line through it.  Click that, and you will get a pop-up asking if you want to block them.

  Nope that only appears in my list of followers. Not in the list of those that I am following.
