So many different things all at once makes me, first, suspect your browser cache.

(So many articles and browsers want you to also clear cookies. IMO that's just utter foolishness.) -
Occasionally, an error message appears in network tools: "Cookie is too long." This issue hinders the functionality of certain features like posting. I suspect that this might impact drafts and the "next" links when navigating someone's blog, as it mimics the behaviour of a logged-out user, resulting in the absence of next and previous buttons.
Therefore if the above doesn't work, I suggest either clearing your cookies or logging out and then logging back in.
Generally, NSFWBDSM is accurate in asserting that clearing cookies is often ineffective in most situations.

I do clear out cookies for an individual site (for various purposes). I just hate losing all my cookies. (Some say I already have.)
On Chrome, it's easy. Just click on the padlock (or "not secure" message);...then click on "Cookies", and you'll see the option to remove the cookie/s related only to that site.
Easy peasy.
On Firefox it's a few more less obvious steps.
Click in the (i) next to the URL, select the arrow next to the site name (top box), then click on "More Information at the bottom. Then you'll clearly see the "View Cookies" button, and the rest is about the same.
Never in my life have I seen a "cookie too long" error, but I'll know what to do if I get one. -
Googling the error, it appears I have mis-remember the error message and it is "Cookie too large"
At the time I made an effort to compare both sets of cookies but couldn't identify any glaring differences, both appeared to be strings of similar size. I did not do a character count on the strings.
It appears that there are two cookies in play: one for maintaining your logged-in status and another for tracking the specific blog you are on. Which would explain why a complete logout doesn't occur and you're still able to navigate through the dashboard.
